Moshiur Rahman Khan

Mr. Moshiur Rahman Khan is an ITIL®, PRINCE2®, and ISO/IEC 27001 certified ICT professional with more than 22 years of experience in ICT infrastructure, enterprise systems, industrial automation, procurement, and program management, including over 12 years in Government and development partner-funded projects financed by the World Bank, DFID, ADB, EU, CIDA, RNE, and UNCTAD. He has extensive expertise in implementing large-scale ICT infrastructure including Tier-III Datacenters, High Performance Computing (HPC), storage, networking, cybersecurity, hardware, and software systems.

He possesses strong experience in enterprise systems integration, microservices architecture, API-based interoperability, SOA, ERP, and public investment and financial management systems including PPS, AMS, NPMS, iBAS++, and DMFAS. His expertise also covers industrial automation technologies such as SCADA, DCS, BMS, EMS, PLC, RTU, Modbus, OPC, and BACnet.

Mr. Khan has successfully managed and delivered complex multi-million-dollar projects within challenging timelines, with hands-on involvement in project planning, procurement management, technical specification preparation, REOI/RFP/ToR development, bid evaluation, contract management, SLA preparation, risk assessment, migration and contingency planning, vendor and stakeholder management, budgeting, and resource management in compliance with international standards and World Bank procurement guidelines (ICB/NCB).

In addition, he has extensive experience in IT strategic planning, preparation of World Bank-compliant ICT policies and governance frameworks, business process analysis, change management, regulatory compliance, and capacity building initiatives, including training government officials on ICT and financial management systems. He has demonstrated strong leadership capabilities in cross-functional environments, aligning business requirements with long-term digital transformation roadmaps and international best practices.
