Need Help Creating a Bolivia Google Play Account

I am looking for someone who can help me create and fully set up a Google Play account for Bolivia. The account must work correctly for purchases in the Bolivian Google Play Store without country or payment restrictions. I have already tried several methods but keep getting the error that my Play country does not match my country of residence.

If you have experience solving this issue or have successfully created working Bolivia Google Play accounts before, please contact me. I will pay for a working solution.
